Up to you, as long as you can combine those to one file.

High resolution = bigger file size.
The max file size you can upload is 4MB

You are required to upload your files as pdf's. I believe scanning the documents is the best way to do this.

You can actually convert a pile of digital photos to pdf in windows by using print function.

Scan at 100 or 200 dpi. Taking photos is okay but not recommended.
