I sit at 433 now. However, I shall turn a year older on 20th f May and my score would drop down to 427. Will the CRS draw drop down to 427 in 2018?

Wait till June or July, however if you get a nomination from any province, dont loose it. Go for it.

Simple, wait for the provinces to open and apply within timelines. You will have to track all provinces yourself.
