Do I need to provide a LOE for a job title that doesn't match real duties?

I work as a software developer (official position) however I do the work of a user support technician.

Initially I started out with the same company as a software developer and then I got promoted and changed teams, and duties also changed. However my official title didn't change. HR provided me with a letter detailing both jobs, and the latter one is software developer position with duties of a user support technician.

Do I need to provide a letter of explanation for this?

I don't think it will matter if your job title and job duties are different as long as you have chosen the apt NOC category. You are good to go

Your job duties should match those which are detailed in the NOC category. Dont just go by job title.
