no, you don't mail the passport generally
(read the letter of approval online, it should be stated clearly if you need to mail the passport)

We are currently sitting in the pool at 424 and I am the principal applicant. I have been applying for jobs online for about 2 years now but nothing fruitful to date.

applying for jobs in Canada is very hard due to LMIA. If your spouse is skilled worker you might qualify for SOWP. Otherwise your best bet is to improve CRS. Or look into the PNP if you qualify for one.
