Please comment: Questions on accompanying dependant

Does anyone know if it's normal for the principal applicant's application to be finalized and an accompanying dependant on the application 's application to still be in process? I just want to be sure.. Please comment

Yes especially in your case. Did you get a student visa? Are you going to university or high school? What visa did your mother apply for?

I'm going to university. my mother got approved for a study permit not long ago and mine is still in process. Mine's dependent on hers
