Email or Call Ottawa and they will let you know which visa office are you,I know few others,including me who are stuck in IP1.BGC status says “Your application is in progress,we will send you message when background check status”

I guess, I'm not sure. but base on the BGC status from NA become in progress1 January 18, 2018,then NA January 19,2018 and In progress again January 22, 2018. Below is my status
