Hi Everyone,

I created my express entry profile yesterday and got a score of 435. Though I am married, I applied only for myself as I want to first get settled before I bring in the family. Given the cut-offs last year, I believe 435 would be enough if not I am planning on taking Ielts one more time to improve the score.

Meanwhile, I was planning to have all my ducks in the row in case I get an ITA especially when it comes things like PCC.

In the last 7 years after college, I have lived and worked in 4 countries and worked with 3 employers. I only disclosed work experience from my current and last employer which makes up to 5 years. I didn't part with my first employer in good terms so don't have an experience certificate from them.

Anyways, I lived in Nigeria (1 year), Madagascar(1.5 years), Sri lanka (2 years) and Dubai(3 years). As per the guidelines, I read that one has to produce PCC from all the countries which one has stayed in for more than 6 months in the last 10 years. That will make it 4 PCC for me to get. Getting one from Dubai where I am currently is simple. Sri Lankan PCC I believe I can manage. But getting a PCC from Nigeria and Madagascar looks like a big task involving big money.

I was wondering if I can get do away with PCCs from Nigeria and Madagascar and just submit the ones from Dubai and Sri Lanka. Also, will I need to get these done for my wife as well? As I intend to bring her to Canada at some point in future.

Would appreciate if someone can advise me. Looking forward to some help.

THanks in advance.

If you are declaring in your address history that you lived in Nigeria and Madagascar (which you should as leaving them out will be fradulent) then you will not be able to submit your application without the PCCs. You could attach a Letter of Explanation as to why you can't get these PCCs, however without a really good reason your application will simply be rejected.

Long story short: you need them.

You would need PCC for all countries where stay was more than 6 months regardless of what you showed for employment. And if you are not showing spouse as being accompanied then you will not need PCC for spouse. But if there is a challenge in getting PCC for some legal reasons then you can explain the same to IRCC but it should be backed by proof and reasoning.

Thanks, I don't have any legal reasons to sight to IRCC, except that I need to find someone locally in these countries to get me the certificates as these are underdeveloped countries and it's not as easy as it is in Dubai to get this kind of certificate.

Then you’ll have to do that. Your passport will bear entry and exit stamps for these two countries, your travel history will have to include trips made to these countries and your travel history will be verified as part of your background check. Initiate the PCC for both places now.

The procedure for country is mentioned on IRCC website and you should follow the same
Even after following that you don't get PCC then you can explain the same with intent to apply through official channels. There is no expectation to have someone locally to assist.

Did you stay in all these countries for more than 6 months in a row? If not, you may not need the PCC. So first check whether you stayed there for 6 months continuously or not.

Hi Maverick28, Thanks for pointing this out. I stayed more than 2 years in Sri Lanka on a resident visa and assumed that I would have stayed 6 months continuously during this period. However, I used to travel quite frequently, now when I check the passport I see that I have never stayed for 6 months at a stretch. I have always gone out of the country on business trips every 3-4 months. Now I assume I don't require a police certificate from Sri Lanka at least. Am I right ?

Thanks in advance.

Hi All,

So I was trying to apply for a PCC from Sri Lanka, and the consulate in Dubai told me on my face that I can submit the application and they will send it to Sri Lanka but no non-national has got a PCC till now.

Then I came back to the CIC website to read the procedure again. I saw that it mentions that if I am a non-national who does not have a legal status then PCC is not required. I am assuming by legal status it means - a working resident, a work permit or something of that sort. As of now, my work permit has expired and its been 3 years since i left the country. I think I dont require PCC from SL anymore.

Can anyone of you please go through below CIC guidelines and confirm if my conclusion is correct. here's what CIC website says :

QUOTE
If you live in Sri Lanka:
You should apply in person to the main police headquarters in Colombo (see Special notes and considerations for complete address). In the section of the application form dealing with the period covered by the police clearance, you should request “other” and specify “since birth.”

Police certificates are available to non-nationals who have legal status in the country.

If you do not have legal status, you are not required to provide a Sri Lankan police certificate. If you are asked for a Sri Lankan police certificate, write: “I cannot provide a police certificate for the time I spent in Sri Lanka because certificates are only available to people who have legal status.”

If you live outside of Sri Lanka:
You can apply at your nearest Sri Lankan Embassy/Consulate or you can mail your application and applicable fees by registered mail to:

Inspector General of Police
Police Headquarters, Colombo 1, Sri Lanka

If you live in the Indian state of Tamil Nadu, you can apply at:
Consulate of Sri Lanka
9-D Nawab Habibullah Avenue
Anderson Road
Chennai 600 006

Police certificates are available to non-nationals who have legal status in the country.

If you do not have legal status, you are not required to provide a Sri Lankan police certificate. If you are asked for a Sri Lankan police certificate, write: “I cannot provide a police certificate for the time I spent in Sri Lanka because certificates are only available to people who have legal status.”

The first procedure is downloading the fingerprinting form, after which you thumbprints yourself then scan it back with neccessary details along with a copy of ur passport data page then it can be sorted out from there
