I called to Singapore visa office first week of this month because i am confused that how they calculate our processing time, They replied that the day the local visa office (Singapore) received the complete application from CIO and from that day they started counting our processing time. So before 18 months we can ask them any question regarding our status and now a day there are also starving for staff constrain

One that I know from manila office got PpR today. She was from MpNp paper based.
AOR waa around april 2017. Medical was around June 2017

I understand that SGVO replied 18 months calculating from the date they receive complete file from CIC, i.g from FT date (File Transfer date). Until 18 months, we are not encouraged to ask any question regarding status, ...

so this means that if may FT to SGVO is May 2017, then I can only enquire to them about the status of my application May 2017 + 18 months later.
this sucks. The one I was referring to who just got a PPR in Manila Office submitted their application to CIC one month after I submitted mine. Her FT was also May 2017. We are on the same batch of draw during MPNP days. they had medical since June 2017.

mine??? nothing. so how come other visa offices are working and yet ours are hopeless cases. very disappointing and discouraging.

Their actions are freezing due to the fact that they are waiting for instructions of new policy relating to medical!

This can help them to save resources for example Sakatchewan/federal spend 1000 cad for reviewing 100 applicants. Maybe 10 are rejected due to medical inadmissibility!
Now, delaying immigration process to wait for new policy, they might have 95 admissible applicants instead of 90 with the same expenditure!

Very very critical analysis !
Actually canada economy become asshole now, so they cannot afford more immigrant , but immigration brings million dollar to the Govt, so cannot help doing correct .

You can find that information in CIC news! If I was them, I would want to have more Labours within set budget!

We had better wait our turns after 12 this April!

If that so, then all the VO should follow the same policy. But rest of the VO are issuing MR except SGVO. I saw SGVO are busy issuing PPR right now. and I saw last MR they have asked for was in Feb'18 who has FT on Feb'17.
And regarding the medical policy change, I heard that no rejection of application will not be depending on Medical test in new policy.

But from my own, I noted that only London VO issued some MR, no others do that especially Asian VOs where it’s number of applicants comprises more than 80% total !

They are also doing but the process is very slow. NDVO also issued some of MR in last few months. We can just wait and hope for the best.

I know SGVO is kinda slower than the other VOs but from my experience, they are more responsive to queries.

1) When I added my spouse halfway the processing, I usually get replies within 24 hrs, and the longest will be 2 days.

My husband’s name and UCI was added to the CIC account on the same day I submitted the additional documents for my spouse. Some VO’s will take months to do this.

2) I even told them to update the status of “Additional Documents Required” when I have already submitted the documents but there was no update to it. After 6 hours, the status was already “No documents required”.

3) When I requested to create new placeholder for RPRF receipt, they immediately acknowledge it by adding new slots to my CIC account.

4) When I emailed them to inquire on the status of my application on the 6th month (processing time for PNP-EE), I got the PPR letter after 12 hours.

5) I also requested to expedite the passport stamping. After 2 days, I collected my passport from VFS.

My interaction with NDVO (my husband submitted his passport in India) - not a single reply at all!

In fairness to SGVO, they are doing their work to keep applicants updated for relevant and urgent queries, unlike NDVO.
