Do I need police certificate if I was a kid in USA ?

Do I need police certificate if I was a 13 year old kid in USA and lived there for 9 months?
Makes no sense to submit for the time of my childhood.
I can't find that it is for age 18+ only , it was there in the past I think , now it says just:
"To immigrate to Canada, you and any family members 18 and older must include your police certificates as part of the application for permanent residence
...
If you need one from a country where you lived in the past, it must have been issued after you last lived in that country. If it has an expiry date and is now expired, include it. We will let you know if you need a new one."

I have traveled to Germany 6 times for about 10-15 days (each trip) , why am I asked for a police certificate and how can I fix it? I haven't lived there for more than 6 months. How can I report this problem to CIC?

No. PCC s only required for all countries where you’ve resided for 6 months in a row after you turned 18 or the past 10 years.

Clear your cache and login again. Check the travel dates you’ve filled in, maybe you made a mistake somewhere.
