I was born in the US but my mom was a Canadian citizen. She was in the US on a green card that she got when she married by father. They both past away 19 years ago. Does anyone know if I am eligible for getting dual citizenship or would she have to be living?

It's likely that you are a Canadian citizen.

You can check https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-citizenship/become-canadian-citizen/eligibility/already-citizen.html -- there's a tool on that page "Am I a Canadian citizen" that guides you through the different considerations.

Your mom does not need to be alive now for you to have inherited citizenship; you would have inherited that at the time of your birth.

To know for certain if you're a Canadian citizen you are expected to apply for a citizenship certificate (https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-citizenship/proof-citizenship/apply.html).

Yes, if your mother was born in Canada (or became a naturalized Canadian citizen before you were born), then you are a Canadian citizen.
