I applied to UBC MSc Computer Science for Fall 2018 admissions. I haven't received any response until now. When I emailed them, they asked me to see this link: https://www.cs.ubc.ca/students/grad/prospective/application/evaluation-and-timeline

It basically says, "..If you have not received feedback on your application by early March, it is still being considered for admission.."

What does that mean exactly? Does it mean my profile has been reviewed and being considered for acceptance or it hasn't been reviewed at all yet?

CGPA: 4.0/4.0
IELTS: 7.5
Publications: 1 (in my undergraduate final year)
References: 1 very good, the other two not so good

I applied to just UBC and University of Saskatchewan. For the latter, they reviewed my application but are still unable to find supervisors for me. I am a bit nervous about all this. What are my chances for getting accepted into these two universities?

Likely you are on a waiting list and they are seeing who accepts the 1st round admissions.
I see. Do you know of the deadline given to those who were accepted in the first round? That would give me a rough timeline of when they will reply to me with the results.

For Saskatchewan University, I saw that we are supposed to contact a potential supervisor before submitting an application . Actually, I would like to apply for PhD but it is very difficult to receive a response from them. Can I submit the application directly without contacting a supervisor?

Most PhD admissions are contigent on finding a supervisor. If you don't hear back try other universities. It is quite hard to limit your PhD search to one university. Try to look for professors with similar areas of interest to your potenitial thesis/research interests.

I have been contacting all most all of the universities in Canada , where they provide PhD. in civil engineering . I have received two responses saying that they do not have open positions for now. I am still searching but I found out recently that Concordia University requires contacting a potential supervisor after submitting my application , whereas other universities in Canada requires a correspondence prior to the application process. Interestingly, Windsor University does not mention that it is mandatory to contact a professor at all. Similarly, Dalhousie University, too, does not mention about contacting. So, I think , I am going to target Concordia, windsor and Dalhousie as other universities are not responding.

I'd suggest you look at all the professors who teach civil engineering that have a similar area of interest as you do. You need to find a professor who is interested in your suggested area of research. I would contact those professors. Doesn't matter what is required by the university you need a small paragraph introducing yourself and your proposed thesis. You won't get answers from many but you want a supervisor to be interested in you before your application is submitted.

Thank you very much for the suggestion . I am going to continue my search for a professor , and , perhaps, shrink my email contents a bit because it is around 223 words. Thank you so much for your support and guidance !
