I and my Spouse are thinking of applying to Canada under the express entry programme from India. My CRS score is 446, I'm a pilot by profession starting October 2014. My IELTS score is speaking 8, Listening 8.5, Reading 7 and Writing 7. I've bachelors degree and my spouse has a masters degree. I'll be the primary applicant. Should I apply for PR with this score or not? Thank you.

446 is decent enough score, you should indeed apply..

You mean your calculated CRS score is 446.. If your wife is willing to take IELTS and scores CLB 9, make her the primary applicant and apply. Your score should be higher than 446 in that case.

He didn’t mention anything about her job experience. How could you recommend to him to make his wife primary applicant?

My bad, didn't notice that. Then I'd say whoever has more work experience and better IELTS scores.

In his case, he's a bachelor and although he's crossed CLB 9, he would not get full skills transferability factor score because he's not a master's degree holder. I guess he gets 25 points based upon his work experience and still getting 446 so that's a good thing. If his wife has more than 3 years experience and scores CLB 9, she's a better primary applicant.

My CRS score is 446 with my wife as a primary applicant. My wife has a bachelors degree and she is a pilot for more than 3 years. Ive Masters degree and I've experience less than 2 years.
