I am a bit confused why my express entry profile is ineligible.

Some info
Age: 36
IELTS: R-9,W-6.5,L-6,S-8.5
4+ years banking supervisor experience (stopped in 2012)
Canadian Master's degree (1 year)
Canadian PhD (in progress)
Spouse CELPIP: L-7,R-5,W-7,S-8
Funds: $31,000
No ECA for spouse (in progress)
No ECA for my undergrad

Education: All in Natural Sciences.

Any assistance is appreciated.

Actually, ECA is not necessary in this situation. The IELTS score was too low. Got a better score and have been issued ITA.
