IELTS-CLB level 7 calculation

It's true that to qualify for FSW program you need a minimum CLB level 7.
Zooming into my IELTS results, I've scored 6.5 bands overall. Per section calculation is as follows:

IELTS CLB SCORE
LISTENING 6.5 4
SPEAKING 6.0 4
READING 6.0 4
WRITING 7.0 6
------------------------------------------------------------
OVERALL 6.5 18

In this way, I've reached CLB level 7
Points for CLB level 7 in the non-spouse category is 17 points
I've scored 18 points in CLB level 7 as per calculation of each IELTS section

So my question is "which points will FSW programme consider? 17 points for CLB level 7 or 18 points for CLB level 7?
If FSW programme will consider only 17 points then it's a big problem for me. It will affect my express entry pool qualification through FSW programme.

Highest you can claim is 24 points (6 in each module) if you have clb 9 or more in each module. Your calculation is correct! you will get 18 points. and next time post your EE related query in Express Entry category of this forum, more experienced members will see your post!
