Yes, I did in September.
Eligibility- passed
Medical- passed
Criminality- in progress
On my gckey account “ we are processing your background check” since July.
I did mp inquiry too last month and the only update I got was that they are processing criminality check.

And this is true - "External Affairs Ministry need to authenticate this document if this document is to be utilized by Foreign missions in India"
This means, if your are using your Marriage certificate in Government of India's department in Outside of India, that's when u need to get attested by External Affairs Ministry. For example, I went to BLS to renew my passport (Republic of India) and told them I need to add my wife name in it and I have Marriage Certificate for proof. They said I need to get it attested by External Affairs ministry or My wife (as she is still living in India) can get my name added in her passport without the attestation and then I can user passport copy to add her name in mine. I know going through External ministry is a pain in the ass. So, my wife added my name first and then I used her passport copy to do mine. That's they mean.
IRCC Canada doesn't ask for it. I assume your marriage certificate is in English. So, I am sure just a photocopy is good.

Oh ok. I feel like they are taking time because you are Italian PR. Does your notes say anything about it? Usually they will send the file to local VO where the applicant lives. Not sure why your file is being processed by NDVO. Hope everything will be alright soon.

Because he/she is only a PR of Italy...still holding an Indian passport..That’s why they sent it to NDVO..

Because he/she is only a PR of Italy...still holding an Indian passport..That’s why they sent it to NDVO..

Usually file is processed by VO in country where applicant currently lives. It’s not as per country of citizenship. I may be wrong, but that’s my understanding. Please correct me if I’m wrong.

Just now checked the email from CPC Mississauga about my sponsor approval. It says file will be transferred to a VO as per applicant’s home address and according to some other IRCC stuff. So it can be either country of citizenship or country of residence or in some lucky cases Mississauga itself..
