I think so too. I can’t think of any reason for refusal as well. ThanksDue date is maximum target date I guess and triage and refusal grounds appears in many GCMS notes of applicants
I have exactly the same on my report, down to the seconds:I applied citizenship on Oct 11th, 2017.
My GCMS notes shows a TRIAGE was created 2 days before paper file transfer. No information about the triage was shown.
HOWEVER, a REFUSAL GROUND entry appeared in Finalize Application section.

I am quite confused and concerned. How could I get such a refusal ground long before my application date? Especially the assessments are either not started or passed.

The strange thing is, as many responded in this thread, many people have exactly the same dates under that section
and I have never been refused to enter any country
