Not fully sure about this...but I don't think it is a problem. I don't think they care who paid the fees. But ask some senior member to confirm.

POF can be in Indin rupees, that won't be an issue.

don't know all the ways to transfer money to Canada. But I would suggest you to take advice from your sister as she must have already gone through the process of transferring money from India to Canada when she moved.
