If I have done 1 year post degree diploma at a Canadian college, I will certainly get 1 year work permit. Will I be eligible for PR in Canada. What should be done get PR?

You should take a two year program so that you qualify for a 3 year PGWP. Low chance of PR with just a 1 year PGWP.
