Residency Obligations Not Met

Hello,

I am Canadian citizen and have sponsored my parents, they got the PR card and paid us few visits but they do not meet the obligation of living for two years of last five years in Canada. They have a valid PR card expiring in Jan 2019. Now they want to come and intend to stay here for good.

My question is can they enter Canada before the expiry of the PR cards without having met the residency obligation?

They are certainly entitled to return to Canada and enter the country. The issue will be if CBSA decides to investigate and/or report them for violation of the RO when the enter Canada. If they are reported, they will still be allowed to enter Canada, but will need to decide if they intend to appeal or allow them to revoke their status. If they are reported and don't appeal, they will loose their status and be required to leave.
