Well, if the OP doesn't care about money, sure, why not. But as the reality speaks itself, he won't stand a chance.
At this time, you cannot do anything about it. In general, it will take probably two and half years or three for you to go through the whole process. I suggest that your wife can visit you as often as possible, before your hearing. And you guys need to use this period to collect as many as evidences to prove your relationship is genuine and your marriage is not a marriage of convenience.
As I said, in the next two years or before your case appeal hearing, your wife needs to visit you as often as possible, and stay as long as possible with you. And you need to keep collecting all related evidences and you need to submit those additional evidences to CIC, 30 days before your appeal. Then, due all my respect, the VO rightfully refused your application. It seemed that you didn't know your wife at all. So, what you guys talked about when you communicated each other? The interview is all about how well the couple know each others life experiences, past and present and how much you interdependent and support each other. If you really care about and love your wife, you should know the past history of your wife, where she went to school, what she had done, what job(s) she had, where she had lived, and such. I bet that if you are at where you are right now, you will have a tough uphill batter for the appeal. Because even you can prove your marriage is genuine, and with this little knowledge you know about your wife, the appeal panel most likely will see your marriage as a marriage of convenience.
