My friend applied in august and got GCMS notes for his citizenship application and entire sections of 'security clearance' parts have been blanked-out. He finished the test but the application is still under progress. the officer presumably told him to wait for an year - which he wasn't sure whether he meant from the date of application, or after the test.
Is it normal for gcms notes to have blanked out information even when clearance is passed? Does it mean his clearance is in progress?

Yes, security clearance data is redacted in GCMS notes. It likely means the check is complete.
