Hello, I am a PR under EE category(not provincial category) I want to make a first landing in Montreal. I am a decent French speaker and may chose to work in Montreal, but at least 1 year down the line. So want to explore the city. Also I want to come via Europe.( All western destinations flights come via Asia) However all that is speculative. For the time being my destination of choice is Ottawa or some western town.

So coming to question. As Quebec has a very separate entry requirements and categories, is it fine for a general EE person to do first landing in Montreal, and get the PR card process started there? Will they want me to do lading outside Quebec?

First of all, you are NOT a PR until you've finished the landing process. Doing the landing in Quebec is fine as long as you can prove that it is not your final destination (in transit to another province).

I know I am not technically a PR!
How to prove this? I will stay in Montreal for a week. What sort of proof they want? Flight tickets will be fine?

If you're staying in Montreal then Montreal is your final destination. You wouldn't be able to prove anything and you'd be putting your PR at risk.

so 7 days is considered a stay? I will have a onward flight to Alberta in 1 week time.
Can you confirm if this will not be enough?
Because then I will change plans.

Maybe. I simply won't give any guarantees though.
ok thanks, better to be safe than sorry. I will then go directly to Alberta. Montral I can visit later too.
Its good I asked this question, I thought I was just being overly anxious.

I have a follow up question to this - Once you do you landing outside Quebec and leave Canada. Second time you enter, stay and live in Montreal. Is that okay?

Situation is the same as OP. EE FSW-O and not PNP.
