I have just begun the process of looking into Canadian PR for my American husband. We have been living in NYC for the past 18 months. We would like to move back to Ontario at the end of the summer. My husband obtained his PhD in Ontario in 2016.

Should we proceed with family sponsorship or express entry?

If we begin the process now (from the US), is he able to enter Canada as a tourist?

If we 'move back' ie. he enters Canada on a tourist visa, and then start the application process, is he 'stuck' (ie. unable to move back and forth between countries) until he obtains PR? This was the case when I applied for my green card, it took about 8 months before I could leave the US. This doesn't really work for us, as my husband will likely be working remotely for an American employer and will have to attend meetings in the US.

Any guidance is much appreciated!

Two recommendations:

1) Apply outland now (like as soon as possible). Quite possible your husband will be approved before you move to Canada. That's the best course of action.
2) Join the Family Sponsorship section of the forum, read through the posts there and post any further questions there rather than here.

As a US citizen, your husband can travel quite freely between US and Canada on 6-month visitor visa, which is granted when he reaches the Canadian border and is assessed by CBSA.

When you say he will be working, he will be working for a US company, paid in USD, and will never go to an office in Canada? If he enters Canada as a visator, then you need to be careful not to give CBSA the impression that he is working in Canada without a valid work permit. Based on these facts and your tight timeline, sponsorship is probably a better course of action, so that there are fewer questions around your husband’s employment. Perhaps other seniors could weigh in on this particular issue.

I agree with @scylla, you should apply outland ASAP.
 
Thanks for the replies. To clarify, I will be applying under the Family Class as we are living outside of Canada (rather than Spouse / Common Law) - correct?
