Hello,

I need advice on an acquaintance.

He is Syrian, he has 3 children. He and his family lives in United Arab Emirates and they cannot go back to Syria. He wants to apply for refugee to Canada.

1. What are the steps to apply for refugee from outside Canada from UAE?
2. We read about some 5 group member support etc, where do we find them?
3. What are the forms? Do we create an CIC profile for him?

Kindly guide.

First step is to be officially recognized as refugees by UNHCR or the foreign state where they are living now. Do they have this?

No - there is no CIC profile to create. If they want to go the group of 5 route - then you or they would have to find five individuals in Canada willing to sponsor them. Once you have found sponsors, they would follow the process below:

Another route would be Community Sponsors if they have ties to an organization / church or something similar in Canada who is willing to sponsor them. Details here:

It's the only way to go. They must be officially recognized by either UNHCR or a foreign state as the first step.

I don't know the process I'm afraid. Hopefully someone else can assist.
