Does a 3 year Masters degree from India require ECA for Bachelors?

I have done a 3 year masters degree from India. WES ECA requirements talk of a Bachelor degree evaluation for a (12+3+2) masters which is not my case. Has anyone done an ECA without Bachelors degree transcripts via WES for indian three year masters degree?

I think for masters, bachelors transcript is mandatory.

Does anyone know if for phd evaluation.....masters or bachelors evaluation compulsory??

Yeah I did write to WE directly to confirm. Looks like it is mandatory for a Indian Masters Degree.
