It's not mandatory to take them to Canada. But it is mandatory to include them in your application. This means they must both pass the medical and your wife must provide police certificates. Also - you must have enough settlement funds to cover all three of you (even if all three of you aren't coming to Canada).
It means i have to apply pr for me, my wife and my son? After paying fee for all of us pr, i will think whether i will take them or not. I am right?
Wife and kids need to be included in your app. They can be accompanying (so will get PR same time as you) or non-accompanying (they will not get PR with you), it's up to you. You need to indicate if they will be accompanying or non-accompanying when you apply, but you can change this status later on if you want.
