Applying for Express Entry from Quebec***

Hi all,

I currently live and work in Montreal, Quebec. I came here last year on work permit via. International Experience Canada. My current work permit expires in February and I wish to live in Canada. I am not planning to live in Quebec after my job in February, as I don't speak french and cannot learn it in a few months.

I got all my documents ECA, CELPIP and other documents ready to apply for express entry.

My question is can I apply for express entry and show my current Montreal address as point of contact? The reason I asked this is because people have given me mixed responses on this, and I am not sure what to do now? With all honestly, I am more than willing to move out of Quebec if I receive PR or even ITA.

Please respond with what will be the best option for me as I wish to apply for express entry asap with out waiting further and loosing my options.

We are in exactly the same boat as you at the moment. It is definitely possible, the trick is proving that you intend to leave Quebec. The most recommended way to do this is to either have family or a job offer outside of Quebec. You will need to submit a letter of intent to leave Quebec with your EE profile. The fact that your work permit is expiring soon will definitely count in your favour.

If you are like us, however, and don't have either of these things, it is where things get tricky. We have tried to show it by proving we are looking for jobs outside of Quebec but unfortunately we don't know if this will actually work.

Has anyone out there had any success with proving intent to leave Quebec without a job offer or family elsewhere in Canada?

In the same situation as you guys. Work permit expiring soon. Quebec MIDI has no intention of giving CSQ. They are holding applicants from March 2017. So won't get CSQ before my work permit expires. No relatives in Canada, no job offers because no one will hire candidates who have their work permits expiring soon. Its too much of a hassle for them.

Only way is to apply Express Entry and show intention to leave Quebec, else go back to home country and apply Express Entry from there.

We saw an immigration agent who said that even if you go back home and apply from there, you will still have to prove that you don't intend to return to Quebec

There is no sure shot way of knowing this. All you can do is apply and prove your intent. If its gets rejected, it wont be a misrepresentation, so there is no harm in trying this step.

Even CIC's says its possible to do so as long as you prove your intent.

Quebec is a bad province for high skilled temporary visa workers to be. But if you have a PR, lots of job n options.

You are right. It will conflict, because QSW and EE are of the same type of PR application albeit federal QSW applicants being unfairly delayed.
I would only proceed with either one of those at the federal level.

CSQ is not an immigration application. As long as you haven't applied for QSW, you can apply for CEC and show proofs of your intentions. I haven't applied yet, but I am researching on it. I dont have a CSQ yet too.

Moreover, I dont think Quebec and Federal will talk to each other about existence of a CSQ to check when you apply for CEC.

Many people have been successful in applying CEC from Quebec. Most are temporary skilled workers.

Looks like those who have been successful for applying CEC(Hope obtained too) must have been having strong justification for showing intent to move out of Quebec even if they are temporary workers.

I have a decent job here, and I don’t want leave now. So if I apply under EE I have to quit and leave Quebec??

And on the other side Quebec immigration so so slow process with lots of uncertainties that I am confused what to do.

It depends on your priorities. Do you want slow process + uncertainties + beauracracy OR fast + certainity + simple process. PEQ is an exception to this. I dont think you are applying under PEQ.


If you apply EE by residing in Quebec, you will have to provide proof of your intentions to move out because in your case you studied in Quebec and working too. This forum has many discussions regarding this and I am sure you can reach a decision by going through various discussion here.

It depends on the visa officer examining your application. Some officer might ask proof that you are residing in Ontario and not in Quebec. Most probably you will be fine.
