Depending on how far you reach you get back a portion, if the entire process has been finalized then you get nothing....check the cic website and you will find detailed information

What’s the process like to withdraw the application do you get your money back?

You have to use WEB FORM and upload your payment receipt , also include your name, dob,complete address,date app was sent,client ID number, type of application and reason you want to withdraw application.

Like Jamgurl1990 mentioned depending at what point app is at will decided how much u will be refunded.
