Hi, where should we upload an explanation letter to say no need for POF under CEC? In a financial section or in a explanation letter section?or both?

1 - No, you do not need to show POF.
2 - Just upload a letter stating that you're a CEC applicant and thus, no POF are required.

Under "Proof of Means of Financial Support," when asked to upload a letter from your bank. Upload the LOE instead.
