URGENT!!! - Vietnam Police Certificate

Hello all,

I thought my nightmare is finally coming to an end but CIC has requested for my wife's police certificate from Vietnam even though we have submitted a year ago. They say that the police cert we submitted was the wrong one. CIC requires "record no. 2" instead of "record no. 1". If you have gone through this process of getting the correct Vietnam police cert successfully, please advice on the steps and documents required to get the police certs. There is no information online and even the instructions on the Vietnam embassy website is so confusing and vague. The forms we are supposed to fill out are all in Vietnamese. WTF?!

Please help us if you know how.....

If you know somebody can do on your behalf in Vietnam must easier and faster. Try to contact Vietnamese embassy or consulate where you live and inquire them about police certificate.
As far as I know you would send the authorization form to Vietnamese embassy where you residing to certify then they will send it to the person you know in Vietnam or send to department of justice.

FSW from Vietnam here. To get the "no. 2" PCC in Vietnam your wife has to submit the application - by herself - to the local Department of justice/or Ministry or Justice and wait for 20 days then have it translated. You can fast track the whole process through a legal consultant. Sounds like your wife is not Vietnamese and does not live in Vietnam anymore.

I've googled and found this link: http://vietem-ca.com/question-content/12, according to this link, you can not authorize other people to get the "no. 2" PCC for you. This is strange even to me. You should contact the Vietnamese Embassy where you live for more guidance :(

Thank you all for your responses! I appreciate all the replies.

So what I've done is called the Vietnam embassy both in Vancouver and the one in Ottawa to ask for advice. But both of them didn't even seem to know how to obtain the police certificate and suggested my wife to apply in person in Vietnam. They also gave very conflicting information. However, this is impossible as it would cost a lot in travel expenses and it is even more difficult for her to take 3-4 weeks off her busy work schedule. And I also did see on CIC website that she must submit the application by herself and cannot authorize other people to get the PCC for her. I also saw on a Vietnam embassy website that if a person is not Vietnamese and does not live in Vietnam anymore, he/she can send the application directly to the Ministry of Justice in Vietnam by mail. But there are no forms to download or instructions on how to get the embassy to certify it before mailing it to Vietnam. There's so many conflicting instructions and so confusing.

Can you please indicate whether your wife is a citizen of Viet Nam, or not? It makes a difference...

No she is not a citizen of Vietnam. I thought it was pretty obvious as I stated that none of us understand Vietnamese.

I am able to read Vietnamese so will give you a hand with it. However, try to get a paper work from Vietnam will be ridiculous if you are NOT in Vietnam

Disclaimer, I am Vietnamese. The Vietnam Police Certificate is called "Phiếu Lý Lịch Tư Pháp Số 2", it's different with the no.1, which is for study abroad.

The only way you can do it is visiting Vietnam, where was the last time you were there. You have to wait up to 1 month for this complex document ever, even for me as a Vnese.

Unfortunately for No 2 you have to apply in person, and it doesnt seem to have any exception.

So you have to prepare a formal letter to apply for the police check in question, stating who you are, ID number, residential address; reason for applying the police check. Then you have to sign the letter in front of an authority, which is not the same as "So Tu Phap"; bring the letter to "So Tu Phap" and submit it with any required supporting documents.

I don't know why you have to do that in person, but seems like they are very strict about it.

For No 1, you can ask your parents to do it on your behalf. Where I went to, they said an authorisation was not required. All they need is your application (with form and supporting documents), your original ID, your parent's original ID, and documents that prove your relationship (ie birth certificate)

For foreigner who wants to apply for police check in Vietnam, it's pain in the you-know-what, and almost impossible.

All the above is my experience only. And it might not be the same in different city. That's what I've heard.

hey, how do you end up with this? My wife lived over there for more than 6 months. Right now, her police certificate is gonna expire soon, but the outland sponsorship application still not background check yet. She is moved back to China and live there now if the IRCC need her re-submit again, we don't know what to do also! please help!
