Interesting insight! I'm just going to list out my inferences from your post (no clue whether they're accurate or not).

This means that criminality checks begin in Sydney (which is why they're independent of a test invite), and since you passed it, you won't have a FP request. I wonder whether FP requests are linked to prohibition also or not (My guess is no)

They seem to send your application soon after they change it to IP, takes 2-3 weeks to be received by Kitchener.

Knowledge requirements would be met by test and interview, residence requirements would be confirmed by requesting a report from CBSA and then reconfirmed by going through passport stamps during your interview

I agree with all your conclusions and it is indeed true that RCMP records are requested at CPC-Sydney and that is when your application is switched to "in process". They sent my RCMP records request on December 18th (exactly the date I got my IP) and they got my RCMP batch (reflected as: No Reportable Traces, criminality passed) on December 19th and on the same day they forwarded the application to IRCC Kitchener.

Now with over 30% of Oct applicants (country-wide) recieved test invitiation compred to 0% from Kitchener, we better admit that Kitchener is ranked as one of the slowest offices :-( .. Hope to see better days for this office.

What intrigues me is that even Nov applicants in some offices have started seeing test invites. I'm totally fine waiting, coz we will be there eventually, but nobody getting test invite seems unreal

We're the only office giving tough competition to St. John's.

I think the Kitchener office is pretty good too, their hands are tied by lack of resources....the fact that nobody has an invite yet proves that point...I'm sure if one of the members here were to request GCMS notes, it would show that there is good progress with the application
