HELP Please - Application sent back

Hello All,
I am/was? sponsoring my mother, and I send the application in Nov 24 2017
On Nov 29, 2017 CIC requested me to send a correct form for the fee's payment as the one I sent was an old form were we used to enter the credit card information and a sing authorization with the amount to be charged.
I paid the fees online through CIC's website and on Dec 04, 2017 I sent back to CIC Mississauga the proof of payment attached to the letter they sent me.
I sent the document with Canada Post with a tracking number, the envelope was delivered on Dec 05 2017, as per Canada Post so I assumed that everything was OK! ( I was wrong!)
Today I received my application back. They said it is incomplete, because they said they did not received any response from me with the document requested! I sent it to them on Dec 05, 2017! how can that happen?
Also they said that I can only resubmit an interest to Sponsor when the PGP program re-open in 2018.
Can someone help me or guide me on what do I have to do in this case?
I am planning to send back the documents again with including a explanation letter and all the proof I have to show them that I sent what they requested. but not sure if that will work.
Please advise.

please try sending back that.
But you could have just done what had asked for. That is to send the signed form in the new version of the document.

Contact your MP. As you sent the requested document, you have a good chance of getting your app re-opened.
