Hi,
Pls guide PCC for e-APR is required since the age of 18 or Since D.O.B. i tried to search this on CIC website but i couldnt find.

Also can dates overlap between 2 PCCs just to ensure that no day is missing.

for example
PCC 1- DOB to 31-Dec-2015

PCC 2- 25-Dec to till date

is it ok to overlap the dates of PCC just to avoid any missing day

PCC is very critical as applications are rejected on the basis of PCC missing days,

Any help in this regard is highly appericiated

PCC is required for any country you have lived in for more than 6 months (in one trip or multiple trips) since you turned 18 or for the last 10 years.

What if someone has stayed in two cities in same country .... PCC from both cities separately?

Some countries provide one PCC for the complete stay in any city within the country and also issue PCC without any dates.
While others countries issue PCC where you need to mention your stay in the country and which city did you stay.

So based on that you have to provide PCC. See below link to check what IRCC expects for your countries of travel.
