Travelling with CoPR

My Australian boyfriend just flag poled at the Peace Bride in Ontario this past Sunday morning. Everything went perfectly, except for the fact that they said his PR card will take 8 weeks to arrive, and he cannot travel with the CoPR in his passport...

We had planned a vacation to New York next month (leaving in exactly 4 weeks) and we are flying out of Toronto. What does he have to do in order to be able to fly? Could we drive across the border with only his CoPR or would he need his PR card to re-enter Canada by land as well? We are worried about not being able to make the trip due to the timing of everything!

He can re-enter by land (on a private vehicle) with his signed COPR.

Thanks for your feedback. I'm in the same situation. I have been waiting for my PR card for so long and I need to go back to Canada, i'm in the US now. I plan to rent a car in Sweet Grass, Montana and drive through the border with my COPR and passport in to Alberta Canada, would that be any issue? I'm not sure if a rental car is considered a commercial vehicle or not.
