I know for some people they request fingerprints if they have been in Canada a while. Do they just ask for fingerprints, or do they ask for a background check from within Canada?

I think you are on your way to covering every single topic possible on this forum..

Some cases they ask for an RCMP check for the PA if they're in Canada. From what I've seen/read..it's rarer than it is common. They tend to do their own background/criminal checks if the PA is in Canada.

Not to say they won't or don't though.

As a PA in Canada I wouldn't apply for the canadian check in advance as there's chance it's a waste of money. Wait until they request it.

I have been in Canada 6 years and they haven't asked me for one, but still could.

It's a RCMP check and fingerprints. We got ours within days of doing it after they requested. Don't worry about it unless they ask.
 
Is there a fee involved for the finger prints?

I think it was 40 or 50 bucks in Canada. They ended up doing it for my husband for free because they forgot about him in the waiting room (lol), but it was somewhere in that range.
