PCC from India for Canada

Hi folks ,
Currently I am working in Qatar, and about to apply for work permit in Canada,for that I have been asked to submit PCC from Qatar and India.
I have obtained PCC from Qatar for Canada but when I approached Indian Embassy in Qatar to get India PCC for Canada ,they said that they can only provide INDIA PCC only for Qatar and not for Canada.
They said that I have to obtain india pcc from india only.
I have got india PCC for Qatar ,can i submit the same for Canada immigration?
If not how to apply PCC from india, while I am in Qatar.
Please advise,Thanks in advance

Sorry..i miss understood the message...so jus to be double sure..u obtained india pcc from indian embassy , qatar...in which it was metioned this person has no criminal records and can be considered for visa in qatar...rite??
