one year study in non SPP college and next year study in SPP college so m I aligible to get 3 years work permit or not??????

No - you will not qualify for a three year work permit in that case.

If you attended the public college second, then your work permit length will be the length of that program.

You will only be given the 1 year study for the public college. CIC doesn't issue PGWP for private colleges. So in your case, you would only qualify for 1 year of PGWP
