Wanting to give the Red Seal exam indicates intention to remain long-term in Canada = Why you were refused twice + another possible TRV refusal if you reapply.

1. When did you submit your first and second TRV applications?

2. What ties can you demonstrate: Employment, property/land ownership, are you married/have children, have you traveled to any other country (US, UK, Schengen, Australia, NZ)?

So, playing devils advocate, would you need a red seal qualification for in India? Red Seal is really a Canadian standard for interprovincial tradesmen/women. I don’t see any benefit for someone who isn’t planning on staying in Canada completing the exam. And this is probably what IRCC thinks when you apply. If you aren’t already a tradesperson in Canada, you don’t need to write the test.

Being single and in Singapore on a 1 year work permit and with limited travel history, chances of approval are not good IMO. Continuing to apply will only lessen your chances. I would suggest waiting to apply until you are more established and have better travel history. I would also think Australia has a similar program (or Singapore for that matter) that IRCC would be aware of. Seems odd to travel all the way to Canada for a Canadian certification when there are probably programs in the region that are recognized regionally.

Your friend doesn’t sponsor you, he is supplying a letter of invitation and support. This does not guarantee you will get a visa. You will need to supply a strong application with the same supporting evidence (purpose of travel, travel history, sufficient funds, ties to home country) as in previous applications. Remember IRCC does maintain a data base of your previous application and will make a connection between them.
