I am confused what to do

During your eligibility period did you live out side Canada

So I say Yes or No

Example: in the eligibility period online calculator showing my eligibility period 2014 January to 2018 January

But I am physically living Canada from December 2017 before that I was in Europe as a worker .

Same time Q10a asking eligibility period address, here of course I have to add my Europe address

So if I answere no Q9c it means I am telling wrong information to CIC because i was outside of Canada in my eligibility period

If I answer Yes then I am telling again incorrect information to CIC because I was not outside Canada in my eligibility period as crown service

So very confused what should I do

You answer yes you were outside Canada, then you give the address/information you have for where you lived/worked. The question is confusing but still needs to be answered with a yes if you were outside Canada. If you do not answer yes, and then when you are filling out your previous address' you will get your application returned because you answered no but added address' and information to the contrary.

is the thread where someone did just exactly that and had his application returned ...

So, I would say the 'safest' answer would be to tick yes that you did live outside canada and then to fill out the other form with the N/A response.

if OP chooses "no" that can be seen as misrepresentation which would cause a whole host of other issues.

Is it possible that my wife and children and can apply for Canadian Citizenship while I continue to be an Indian citizen. I checked the immigration dept website but couldn’t find any instructions regarding this. Appreciate is somebody can throw some light on this.

Yes. As long as your wife and children are eligible there is no law that says you must also apply. You can remain a PR only and still live in Canada.
