NON RECEIPT OF REFUSAL LETTER -STUDY PERMIT

I am MANINDERJIT SINGH
PASSPORT NO. N6427010
DATE OF BIRTH :26/09/1999

COLLEGE: ST CLAIR ,WINDSOR
I had applied for study permit on 02 Nov 2017.
I received my passport back on 29 Nov 2017 with a small chit inside.stating:
" an important information has been sent on your email"
I have neither received an email NOR refusal letter from CIC office at New Delhi or Chandigarh.
I wish to apply for fee refund from my College . But I need need refusal letter for that .
I had applied for refusal letter on 07 Dec 2017 but have not received till date ( 26 Dec 2017)
I would request your kind self to help me with refusal letter from Immigration office at Delhi/Chandigarh at the earliest please.

Share your profile pls including ur marks in each academic subject and ielts score? I may guide u
Moreover, ur refusal letter is been sent to the agency with which u are dealing with as long as u received passport they got ur letter? So ask them surely they would have.

My agency saying that they have mentioned my E mail address on the form submitted in immigration. So the letter should come to my E mail. I just want that letter so that i can apply for my fee refund. Or is there any other way to get fee and GIC refund. Because immigration is taking too much for giving just a leeter and i need my money. Very very disappointed with the immigration procedure of Canada

So email will be surely sent to them.
