Do you mean two identifications with your pic on them or a scan of two identification ids?
As far as I remember if you have a valid passport all you need is one extra id with a pic on it(even though at the beginning people got several application back because of that).
So sending a Valid Passport scan + Pr card(Valid) scan and a DL(Valid) scan will be perfect.
