You won't be able to access certain integration services for Quebec immigrants like free French classes. You won't be able to pay Quebec tuition at a university or receive Quebec student aid. (Unless Quebec is the first province you move to, in which case you're a Quebec resident for tuition and aid purposes.)

Other than that it's all the same. There is no FSW PR or CSQ PR. A PR is a PR.

Do you speak French? If yes, probably not much other than some minor administrative hurdles. If you don't, well there will be trouble finding a job, except in some very limited situations, until you learn it; along with general social alienation.

Thank you. I do not speak French but would want my kids to be bilingual. I plan to scout for jobs in nearby Ottawa as my current focus is on Gatineau.

Under the French language charter, your kids can only go to French schools. Might be something to consider.

If you want your kids to be bilingual, you can place them in a French immersion program anywhere in Canada. They'd still be able to attend an English school, a privilege that's non-existent in Quebec.

While its not impossible to find a job in the national capital region if you aren't bilingual, its certainly much easier if you are--especially with the federal government.

Hi Kayposh, feel free to get in touch with me regarding this area. We've settled last year in Gatineau. Wife has a job in government but I have yet to aggressively go job hunting (still working remotely). French is definitely helpful which I will improve in the next months. Our kid can go to bilingual school since mom (canadian) is from an english background. I'm not sure how it would play out if both parents are immigrants (i.e, not french speaking).

My kid is now learning french at daycare (he's 4) but the prospect of putting a non french speaking kid in school in quebec does not sound like an exciting prospect. Even at an young age he's had difficulty interacting with french-only kids and understandably.

A PR cannot get a CSQ.

There are no restrictions on PR's working/living in Quebec.

Thanks for your answer. The only concern I have is FSW EE states there should be no intent to settle in Quebec (presumably since they have their own immigration system). But now that I have a PR, if I live and work in Quebec for 3 years and apply for citizenship, will that be a violation of the clause of that there should be no intention to live in Quebec?

It's kind of ambiguous in my mind since PRs are allowed to stay anywhere, but the non-Quebec-intent as stated above.

Moreover, can a FSW PR get all the facilities that a QSW PR gets? E.g., healthcare, childcare, etc?

Once you get your PR, you can study, live or work ANYWHERE in Canada (Canada Charter of Rights & Freedom).
Provinces/T has their own internal rules & reg. eg, healthcare, access to immigrant services even though they do not vary much
Due to the special rights of Quebec to select their own immigrants in parallel with Federal policy it probably makes eligibility for certain provincial benefits a little different in Quebec.

I too got PR through FSW Express Entry. Did my landing in Sep 2016 in Toronto, stayed there for a week and came back to my home country.

I work for an american bank whose office is in my home country as well as in Montreal (nowhere else in Canada). I contacted HR personal based in Montreal and they denied considering me for a position in Montreal. Actually they had consulted the immigration firm that has tie up with our company (they take care of all work visas for our company). Based on that, they came to conclusion that FSW can not work in Quebec.

The immigration attorney who is associated with our company said that although Canadian charter gives a PR right to go anywhere in Canada and work, the rules of immigration are different and it's very likely that at some point in time, they may start investigation and revoke your PR since you have not made any attempts staying settling outside Quebec.

I know he is giving BS (may be because his immigration firm has vested interest or whatever).

Can anyone please advise how I can prove it to them that FSW PR holder can also work in Quebec? Any links to credible resources or documents that may help?
