I don't think so. In the past, several people mentioned that their GCMS notes indicate exactly which CPC (missisauga, scarborough, or st clair) is processing their file. Your file may be moved from one CPC to another, within the GTA region, depending on how busy they are.

Is it a coincidence that Mississauga applicants get OATH INVITE for Scarborough

It's not a co-incidence, it's the workload balance. Since, Mississauga was heavily loaded with applications they transferred some files to Scarborough. In my gcms notes I saw it's written as TFR-Workload(re)-distribution. I hope this clears your confusion.
