What are the chances to get an invitation for Working Holiday Visa?

She stayed in Canada for 6 months and returned to Croatia before tourist visa expired. She applied for Working Holiday Visa, the first round of invitations was between Nov 20 - 24, 2017. If her name is not chosen to apply, can she apply again? This is the current information on IRCC website:

First round of invitations: November 20-24, 2017
Final round of invitations: To be announced
Invitations issued to date: 237
Spots available: 117
Candidates in the pool: 114

Given that there are 117 spots available and only 114 candidates, she will likely get invited. If she is not invited, she can enter the pool again when it opens near the end of this year.
