Why higher CRS score drop down below to lower one in Rank?

I ddin't understand the approach when two candidate's CRS score ties.

As it's mentioned in the official link and screenshot, I understand the fact that they want to consider profile submission date-time if tie happens. What I don't understand is, why candidate having CRS of 423's rank(3502) is lower than candidate having score of 422(3501).

Please guide.

It's a mistake, it should say 422.
