My husband is a qualified electrician and wants to immigrate to Canada under the skilled trades programme. Is it possible to create a profile for express entry without having written a Canadian Exam like the Red Seal? Thank you!

If he wants to be eligible under the federal skilled trades program then no.

No, it means nothing. If he has any other post-secondary education he should get it assessed.
