Siblings in Canada query

My sister in law is going to apply for EE as pricipal applicant. Her spouse (my brother) is her dependent. Will they get extra 15 points for siblings even if my brother is not the principal applicant? I'm PR.

Yes, they can get the 15 extra points.
Principal applicant (or your spouse or common-law partner who will come with you to Canada) should have siblings who are citizens or permanent residents of Canada to get the 15 points.

This is not correct. Principal applicant and the dependent (spouse)'s siblings can apply for Express entry and claim for 15 points.
