You can receive your work permit at the border without going through the online process *if you are a citizen of a visa-exempt country*.

Just bring all of your required documents and you will get processed, right then and there, for your work visa. You'll be issued a WP from a border agent after maybe an hour or so of reviewing your docs.
I came to Canada on a NAFTA work visa. I'm a U.S. citizen who flew in from Texas. When I landed and got off the plane, I went into customs at the Vancouver airport and waited while they verified my job offer, as well as reviewed whether I was qualified to take on the job or not. I needed to bring my degree, 3 letters of reference from former paid employers that said I knew what I was doing, and a few other papers given to me from the hiring company.
