Can I apply Visitor Visa from outside?

Currently I'm in Egypt and I'm CIC (Canadian International College) student. They have agreement with Cape Breton University and officaly I'm student in Cape Breton but i'm taking lessons in CIC. I am planning to go Sydney an 12 December for visit my University (Cape Breton University). I have invitation letter.

I will travel to Bosnia 1 week later but I want to start my visa process earlier. Can apply from Bosnia without entering? I'm Turkish citizen and I don't need visa for entering to Bosnia. I want to apply earlier because of the process time. Is that possible or am I have to enter Bosnia first? If I can't, can I apply from Turkey without entering? I'm asking this because I have a travel plan to Bosnia and Turkey. But I can't travel now because currently I have final exams in my college. Just I want to apply earlier

Do you want to visit Cape Breton next year on December? I would apply 3-4 months in advance of your trip and a even a bit earlier because I think you may have trouble getting a TRV. Why not apply from Egypt?

I can apply from Egypt but getting visa is not certain thing. Maybe I will get, maybe not. I have semester break and I don't want to waste my semester if I can't get a visa. If I wait for this at least I have to wait like 15-20 days. Then if they refuse me all my semester will be waste. I couldn't apply before because I was waiting for my documents and it's took too much time. I searched more from internet and I think u r right. I should wait and I should apply when I arrived there. Because embassy might think I'm trying to fudging. But I have limited time. Even 1 week is important for me. I should have apply before but I got my documents 2-3 days ago. Do you have some suggests?

Apply online, wherever you are. Agree with the suggestion to do it as early as possible.
thank you. But if I apply from Bosnia while I'm in Egypt, do you think it is a problem? I can enter Bosnia legally when I want. Like Turkey. I'm planning to apply online. I already filled the form and I wrote Bosnia to "country where applying". Do u think it's that okay?

It is always advisable to apply from a country to which you can demonstrate some strong ties, instead of applying from a country where you are only a short-term visitor.

Also, there are no guarantees that your chances of getting a TRV would increase if you apply from Bosnia/Turkey instead of Egypt.

BTW what is your immigration status in Egypt?

It is always advisable to apply from a country to which you can demonstrate some strong ties, instead of applying from a country where you are only a short-term visitor.

Also, there are no guarantees that your chances of getting a TRV would increase if you apply from Bosnia/Turkey instead of Egypt.

Actually I was a student in Bosnia too and I have a residince on my passport. But of course it's not valid for now. I'm going to Bosnia for that. Visiting my friends. About my immigration status in Egypt, I applied to renew my residince like 3-4 months ago and I'm still waiting. Currently there is a only file number on my passport. My college's student affairs said you can apply from Egypt because you are staying here legally. Actually I don't think my chance will increase when I apply from Bosnia or Turkey. Egypt is better because of my ties. But if I get the visa or not, either case I will go to Turkey first. I won't return to Egypt directly. I will go to Egypt from Turkey and I already bought this ticket. Because it is a certain thing in any case.

I would recommend you hold off all plans of applying/visiting Canada for the next few months. Your chances of a TRV refusal are very high under the present circumstances.

I would wait until you have been issued a new residence permit in Egypt before applying for a TRV

Oh... Many thanks for your consideration. My problem is I don't have time. I'm planning about transfer to Canada and before my decision I want to go and check myself. Because my program is only canadian. Therefore I will get Canadian degree. But deadline for applying to transfer is 1st March. So I have to decide before March and my only gap is for this travel is my semester break. So if I wait, I have to decide without seeing or wait 1 more year. If I try my chance and if they refuse me, do you think it will be problem for my next visa applications?

I'm 21 years old. I don't have Canadian host, I have invitation letter from CBU. I will visit my university which is in Sydney. I will stay only 1 week. I want to visit because I can transfer to Canada as a exchange student. But I'm not sure about transfer because I never visit Canada before or Cbu campus. Therefore I want to go there. I will join the lectures like a student and in my free time I will sightseeing around Sydney. I'm trying to rush because if I can't go in 1 month I can't find another gap for my trip. I have lectures because of this semester break is a only option for me. deadline for transfer is 1st March. If I dont apply for that I have to wait 1 more extra year. So only gap is now and I have only 60 days for appliying transfer. If I try travel later I have to miss my courses and it would be big minus for me.

Based on similar situations, we have seen a number of TRV refusals when applicants stated they wanted to visit to assess study opportunities. This is because it indicates long-term study plans which are contrary to those of a short-term visitor.

You would probably have better chances if:
1. You wait until your Egypt residence permit is approved, and

2. You must apply for a study permit to transfer to a Canadian college instead of applying now for a TRV which IMO is almost guaranteed to be refused
