Serious issue: I can't get PCC at all

I am a Saudi national and I received ITA in the last draw. Saudi law prohibits seeking PR of another country.

How can I get the PCC from the Saudi officials for the immigration purpose?

In Saudi Arabia, to get PCC I must provide a letter showing the agency and declare reasons for requesting PCC. I feel overwhelmed and confused because it's not possible to take the CIC letter to Saudi officials they'll find out and I can be fined and imprisoned.

Please Help!

Generally, IRCC does not request documents when obtaining them requires breaking a law. If you can prove this law to IRCC, they should grant an exemption.
